Offers advice in dialog box that Java had been disabled for "security" but it could be enabled.... sent me to the sited article.

No need to. You can select Java in Safari > Prefereces > Security.
I'd like to know/understand why I'd want it enabled if Apple turned it off for security? And why after a security patch they still turned it off?
Because there might be unknown security flaws that haven't been patched, and most people don't need Java at all.
why disable or enable Java after flashback update?
