Q: Do I need to be connected to Wifi to initiate the ATT data plan ?

Do I need to be connected to WIFI to initiate my ATT Data plan. I have received confirmation that my data plan is complete but no conection available as yet !

iPad (3rd gen) Wi-Fi + Cellular
