I keep getting a message: "The application could not be downloaded. The installation could not be started". This happens when I try to update Xcode 4.3.1 to 4.3.2, for example.

A workaround would be to uninstall your current copy of Xcode > https://discussions.apple.com/thread/3741223?start=0&tstart=0
Then reinstall the latest version from the App Store.
How to re download apps from the Mac App Store:
Open the App Store. From the menu bar click Store > Sign In
Click Purchases from the top of the App Store window.
Select which apps you want to re download. Then right or control click where you see Installed then click Install.
Make sure and use the same Apple ID used for the original purchase.
Thank you for your fast reply. The problem eventually was the IT guys in my company - the Firewall in my company was blocking App Store from accessing the server phobos.apple.com. Once the Firewall was configured to allow access to that url - I was able to update Xcode.
