Earlier today I had all my contacts. Now all of them except my email contacts have disappeared. I restored from backup and my contacts were also recovered but a few seconds scrolling through and they all disappeared again. How can I fix this?

Is Settings > iCloud > Contacts > ON?
Yes it is on. I don't know what happened everything was fine and now this is happening.
Are there any other solutions? I've tried restoring multiple times and my contacts keep showing up

Go to https://www.icloud.com and check if your contacts are there.
If it's there, uncheck computer iTunes Sync Contacts with your iPhone connected and selected.
They aren't there. The last time it must've synced was after my contacts disappeared. Now what do I do?
What computer are you using?
I'm using a pc. Windows 7. Would a full restore with the backup that may have my contacts work? The backup I use shows my contacts shortly after it boots back up but then they disappear again.
First try this before a restore:
Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears)
Note: You will not lose any data.
My contacts are there initially after I restart but once again they disappear shortly afterwards.

If contacts are important and there are more than a few, maybe it's worth it.
