Hi guy. I had this problem too and I had to disable itunes match on my ipod and uninstall (completly) apple software on my Windows 7 machine. There is an issue in windows itunes version, i hope the next update solve this problem.
I have a potential fix for error 4002. It looks like it has something to do with the format of the file not being compatible with itune match. What we tried was going into your itunes library and doing a right-click on the song(s) that aren't downloading. You should see an option to change the format of the file. We changed it to MP3 and this worked. Hope this is helpful!

I had had this issue for months now, and just didn't really think much of it. I did however, get fed up and started to toy with it. I have successfully gotten rid of the bug/error by just turning off iTunes Match and then turning it back on. Everything seems to be working like a charm now. 🙂

It seems that isn't during downloads, it's when you try to upload files or ask to verify new items in your library. Thanks anyway!!
Mine would give me that error if Genius data was updating in iTunes. I turned Genius OFF then back ON using the Store Menu commands and the problem went away
