How do I move data to the cloud to free up storage space?

I purchased Cloud storage, but that did not resolve my storage problem. I keep getting an error message when I try to download that tells me I don't have enough storage on my device and to manage it through settings. How do I move data to the iCloud? Thank you for your help!
