How to reset "Apple ID has been disabled"

My iphone 4S says "Apple ID has been disabled". I've done a backup to iTunes, then a factory restore on the iphone and reset my Apple password. Still get this same message. Any ideas?

iPhone 4S, iOS 5.1.1
