Personal Hotspot: must turn off and on before tether

How can I keep my personal hotspot on all the time, i.e. not having to turn it off and on before my Macbook Pro can connect to it? It's quite irritating to have to do that every single time I want the two to connect.

I know that the iPhone turns off the hotspot when nothing is connected to it, even though it is still on in Settings, but can this be prevented? It will probably drain battery life, but I would prefer not having to go 3 levels deep into Settings before my laptop can see my phone.
