my i messaging suddenly turned green from blue and now i am being charged for texting to another i phone ? why is that so ?

Could be a number of things, including that the person you are trying to text doesn't didn't have a data connection when you sent it causing the message to be delayed and sent as normal sms, that they didn't have iMessage turn on and activated on their phone or that the iMessage server was unavailable.
