I would assume so. I just gave my iPad 2 to my sister and I reset it before I mailed it. Thats all i did so i really dont know what the next step is but one would have to assume you can enter a new Apple ID or this world would be full of useless Ipads I would just do it. If nothing else you can restore with your Apple ID.

Erase All Contents and Settings!

If you get a chance to register it again just follow the prompts. Who it is registered to is not important to Apple, just the date of original purpose which they already have!

Go to settings > general. At the very bottom there is a reset option. This will reset back to factory setting. All purchased apps will be removed.
