I have an iPhone 4-Black, that has been completley submerged in water. It fell in a fountain, and was there for at least 30 seconds.
Will this still be eligible for the Out-of-warranty replacement for $149-199?

yes. Even if it's still dripping wet when you bring it in!
Because I called Apple support or something like that, and they said "It is up to the managers discretion" which really scared me! I'm willing to pay the $149-199 (which ever) for a new one.
Also, it's not wet AT ALL. I brought it in to a proffesional iPhone repair store, and they cleaned it, it just won;t charge, and its not a battery problem
The Out of Warrantty charge for iphone 4 is $149 , Apple care more then likely said that, as not to set the expectation because they cannot see your iphone.
I think by discretion they mean if they would try to fix the damage or have you purchase the replacement. In any event you have to take it to an Apple Store because we cannot give you any other answer than we already have. We are all users just like you.
Yeah, I thought about that, but he aslo said that they may not if the indicators are pink in side of the iphone, which they most likely are.
So the chances of being qualified for the Out-of-warranty are high?

yes. your phone would be exchanged right at the Apple Store. Make an appointment with the Genius Bar so you don't have to wait.
