how do I organize favorites

Is anyone else having trouble organizing favorites on the iPhone 6s Plus with Force Touch? If I touch the movement icon lightly it doesn't work and if I touch it harder I get the force touch options. It won't let me organize them because I can't move them at all. Force Touch options should be disabled when you enter the edit screen.

• From Phone > Favorites, press the Edit button.
• From the right side of a Favorite, drag it up/down to the desired position.
• Repeat as necessary.
• Press Done when done.

It is long and tedius, its not automatic 😟
