Recovery Mode Iphone 3G

Bought a second had IPhone 3G It was fine when switched on and Sim'd but when i try to link it to itunes account it says 'device is in Recovery Mode' I must Restore. when i do this the Error code 1015 appears. i have checked my security settings and can not see an issue. anyone help?
