My plug ins wont open after I have a certain amount used. Why?

Sometimes, when I have a good 30 or so plug ins used, I put up an eq or any plug in and it appears in the instrument plug in window, but doesn't pop up so it's not usable. Why does it do this? Is there a limit? How can I Fix this? I'm so aggrivated!
