Where exactly did you get the phone. That is symptomatic of a phone that was jailbroken or hacked to unlock it.

If that's the case, it may never be able to activate again.

Hacked and jailbroken devices can not be discussed here. You might want to try google for help.

i bought it as a second hand..i dont know whether its jail broken or not.once the activation process goes,it stops by saying network is temporarly unavailabale.. can u help me out?? pls

No. If it's not in the app store, there is no way to get it.

Your iPhone is probably locked to the original owner's Apple id .,if so

Only that owner can release it .It was probably stolen so that is unlikely to happen

because the activation server cannot be reached. try connecting your iphone to iTunes to activate
