How do we know when there is an outage?

I see you are asking specifically about the Messages app.
I suppose that would depend on the type of account you're using.

So, yesterday, iMessages weren't going through iPhone to iPhone. Now, those are going through. Today, though, anything I try and send from Messages Beta to an iOS device is failing.
How do we know when there is an outage?
