How can I format the Time Capsule disk?

It is not possible to format the Time Capsule disk unless you open up the Time Capsule, pull the drive, and place it in a separate enclosure for the operation. Then, you will have to reinstall the drive again back in the Time Capsule package.
Unfortunately, in addition to a major hassle, this will void the warranty.
If instead of a traditional partition setup, you need to "reserve" a given amount of space on the Time Capsule drive, you can use Disk Utility to create a Disk Image for this type of operation.
Or, perhaps you meant something else when you used the word "format"?

The disk part of the utility is missing in v6.

Format is simply called erase. When you erase the disk you are infact reformatting it.. but as Bob points out you cannot partition or do anything exciting. But the erase will format a new disk in the TC to include all the things TC needs.. it does actually create a couple of small partitions used by the firmware to store info from one boot to the next.
