double click home button dosent work, only music icon show up, what should I do?

The camera on the lock screen is currently only available on the iPhone, it's not available on the iPad.

No, I saw the camera icon on my friend's iPad !
Only if your friend hacked his/her iPad. As King Penguin said, having the camera icon on the Home screen is not a standard feature on the iPad.
