I quickly just installed Skype on my iPad2 with no issue. Try doing a reset of your ipad (Hold down the lock/power button and the home button at the same time untill the iPad resets itself (ignoring the swipe to power off). Also try reseting the app first. (Double tap the home button and then hold over the app until a red '-' appears hit that on the app store)
