Can I find my iphone without icloud? I bought iphone in the US, but I lost my iphone in China. I did not open "find my iphone"

To use the Find My Phone feature of iCloud you would need to have created and iCloud account and enabled the feature on the phone.
If you haven't, then, no there is no way to track it's location.

So does that mean that anyone with an iphone who wants to use "find my iphone", MUST have a mac running osx 10.7 (mountain lion) or higher?

Well, then how do you do it. To use find my iphone you need icloud. To use icloud you need 10.7 (lion, not mountain lion). What am I missing?
No. You can access FMiP from other iOS devices using the FMiP app, or log onto iCloud.com from any computer, and access FMiP. You only need OS X 10.7 to fully integrate all iCloud features with the OS.
To use iCloud you can also use a Windows PC, or any iOS device running iOS 5.
The iCloud control panel app is available for the PC and the Mac. But, the find my iPhone/Mac app is in the cloud on the iCloud web site.....
To clarify again, you don't need OS X 10.7 to access iCloud.com and the FMiP functions on the web site. !0.7 is needed only to integrate all the contacts, calendars and syncing.
