List what you have in ~/Library/Widgets (in your home directory).
yes thats right, I'm not able to load widgets, I don't have that folder in the home directory
Is that because you can't see Library in Lion or there really is no Widgets? In finder use the Go menu, Go To Folder, and enter (or copy/oaste) ~/Library/Widgets.
Similarly check /Library/Widgets. That's where the apple set of widgets live.

I didn't ask you to search for ~/Library/Widgets I asked for you to open it in the Finder with the finder's Go menu/Go To Folder. Did you attempt to do that and it said "The folder can't be found"?
Also I asked to check /Library/Widgets and that folder definitely exists.

Don't try using search or spotlight for it. X423 has given you the path, but maybe a little more explanation would help you. You need to find the HOME folder Library. It's different from HD > Library. So because the HOME folder library is hidden (Such a bad move), you need to do this:
Click on the desktop to get the Finder menu. Then go up to "Go" in the menu
bar, while holding down the option key. Look down that list, for the Lilbrary file. Open that, go to the Library folder there, and then look for Widgets.
I did that but did not find anything in the widgets folder in the library it's empty.
OK, so, let's keep trying.
What Mac are you using: a laptop or desktop? MacBookPro vs. iMac?

How are you opening Dashboard?
Macbook pro, from the dock at the bottom
From dock? Right (control) click on that icon to bring up the dock icon's contextual menu. Select Options in that menu and then Show In Finder in the submenu. What does the finder highlight?
And for comparison, double click Dashboard in your /Applications. What happens when you do that?
Also what happens when you press F12?
With a MBP I believe it would be fn+F12, eh?
