I would like to be able to use an encrypted password storage app that allows me to copy a stored password onto the clipboard to be pasted into a browser, but I would like to know for sure whether the password in question would be encrypted while stored on the clipboard.

Data protection is enabled by the passcode, and data protection enhances the built-in hardware encryption by protecting the hardware encryption keys with your passcode.
It stops anyone who picks up your iPad and decides to paste the clipboard contents into a text document from discovering your password. Clipboard contents are not accessible any other way either to end users or through programming (such as via JavaScript on a webpage).
