How do I use Quartz Composer effects in Final Cut Express?

Sorry if this is a dumb question (I'm somewhat new to FCE and only know a few basics), but how do I use Quartz Composer to make effects in Final Cut Express? I have a simple hue vs time changer in Quartz Composer that makes a "dance party" effect, and I want to be able to add it to the "effects" list and use it in FCE.

EDIT: Someone said that it's not possible to use Quartz directly as an effect plugin. Is there an easy way to make it into an FXPlug plugin?
