THERMAL MANAGEMENT

My fan is running but does not cool my macbook 13". Will resetting the System Management Controller affect my files or applications.

Is there something to use other than sealed covered ice packs to keep the computer cool? I do go out side in the breeze yet the temperature rises. I took the bottom off and seen the fan runs but still the computer gets too hot. I looked at my CPU usage and the highest number is 2.7 with the process name of "hidd". I used the : option , control P R button hold during start up with no results. Any other suggestions.
