Using Preview to Create Chapters, Sub-section breaks.

In the PDF views & editors I have at work, I am able to add section and subsection marks on individual pages. This is very useful for documents of mine that are many, many pages.

Preview can see these breaks and displays the well in it's side tray. However, I don't see a way to create them in Preview. I tried using Bookmarks, but this just seems to be references saved into the Preview application's cache, nothing that is saved to the PDF.

Does Preview have the capability of adding these components to PDFs, or am I going to have to look elsewhere for this tool? FYI, I'm using the 10.6.8 version.
