Icloud to Itunes

So my iphone 4 died. My music was stored on icloud but some purchases aren't showing in iTunes. When I go to iTunes store some items are shown as downloaded and others just have the icloud logo next to them. However the logo is greyed out and I can't click on it to redownload. I thought icloud was supposed to push these items from my iphone to my iTunes as soon as it was downloaded? Need help?
