I think that you are correct from what I can find online. Are the apps on your iPad? If you bought the iPad in a country where the features are not available - then the apps will not be on your iPad and you cannot download them either.
You question is a little vague. Do you have the apps and they will not work or you can't get them to activate? Or do you not have the apps?
If you know that the apps should be on your iPad - go to Settings>General>Restrictions. If you have restrictions turned on, you may have disabled FaceTime.
