Carrier says they don't have authorization to unlock my iPhone

I live in canada and my current carrier is bell but they say they do not have authorization to unlock iPhones. What should I do? The reason I'm asking is because I know on apples site it says to contact your carrier to unlock the phone.

Thanks in advance!
