Hotspot doesn't appear on my iPad

I have an iPad 2 on the 3 network and a separate contracted iPhone 4s on O2 neither have the availability for personal hotspot.

Both devices are updated to latest software, please help

iPad 2 Wi-Fi + 3G, iOS 5.1.1

Personal Hotspot is only compatible with iPhone 3GS/4/4S and iPad Wi-Fi+4G, 3rd generation

Yes thanks for that but I have an iPhone 4 and 4s on O2 and still no hotspot

Open this. Maybe your contract doesn't allow hotspot feature
