Q: Can I delete photos from my iphone, while still saving them on icloud?
Is it possible to save photos to iCloud while still deleting them from my iPhone?

iCloud should not be used as a repository for photos. It only stores device backups which include photos on the camera roll. And the backups can only be restored to a reset or new device, in other words, you can't select specific files in a backup to be restored.
For photos, sync them to a computer for storage. Always do that for photos. Once synced to a computer, then you can delete them from the iPhone.
You may also hear about Photo Stream. Again, this should not be used for storage, only for syncing from one device to another. Photo Stream only keeps photos for 30 days before being deleted.
