Can I create chapters in an audio track in Garage Band?

You can add chapter markers to a podcast track or a movie track, not to an audio track.

Is there a way to have the chapter 'names' become the track names when you burn an audio CD?

Audio CDs don't have track names.

Huh? When I burn the CD and then play it in iTunes the tracks are "named" track 1, track 2 etc. When I add a podcast and create chapter markers I can name them there. I'm just wondering if there's a way to get the names to transfer so that my burned CD has track/song names just like a commercial CD.

To burn an audio CD with track names, tag your songs in iTunes 10 with song title, artist, and album. Then create a playlist of the songs you want on your CD. Check the "include CD text" marker, when you burn the playlist as audio CD. On compatible CD players this might display the tags; on older players this might prevent the CD from playing at all 😉

In the standard CD format, the tracks don't have names. The track titles you see when you insert a CD and open iTunes are track names drawn from a database maintained by users, typos and all.
