Can one connect the Time Caspule to the iPhone to act as a network internet modem? No fixed line service is available and using a dongle on the computer denies use of the network

Mac OS X (10.7.2)

Sorry, but no. The Time Capsule needs a wired Ethernet broadband connection to be able to provide an Internet connection for connected devices. Check with your cellular provider to see if they have an adapter that might do what you want. Something like this...for example:
