Trying to log on to DL Lion X.. I get the App store but cannot sign in or DL anything...

No, the App Store's working fine.
If you aren't seeing the sign in winndow try here > Mac App Store: Sign in sheet does not appear, or does not accept typed text
If you have anti virus software installed, disable that.
Apps such as Little Snitch can prevent apps from downloading from the App Store.
Helps when you post to tell us which Mac OS X you have installed ..
