I have an iPhone 4s and for the past few days my Safari will not load pages. I am also having trouble connecting to the app store and using the Maps. I thought it might be a problem with AT&T and my phone being throttled but it is not. Is this an issue with the 5.1.1 update for the iPhone? How can I resolve? This is a headache. Thank You.
Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears)

I have reset the iphone more than 3 times and still have the same problem. I have also synced my iphone and still having the same problem. There has got to be a fix for this.
Are you on Wi-Fi or 3G?
On 3G, 4G which I guess is really 3G. Seems to work ok over wifi though.
Of course Wi-Fi is better, so I think your problem is with AT&T 3G/4G connection.
Give them a call about this.
Do you get a 502 Error Message, or does the page just not load at all?

Page does not open. The message I get just says Cannot Open Page...Safari cannot open the page because it could not connect to the server.
My husband and I have been having the same issue for 2 days now...After being on and off the phone with the "tech support" at AT&T for over 3 hours, one of their agents finally fixed the problem for me. I turned off my phone, he removed my phone from their network, and then when I turned it back on, the 4G finally worked again. He said that sometimes the iPhone has trouble letting go of the Wi-Fi. So to troubleshoot in the future, he said to go to your settings, turn off the Wi-Fi, shut your phone off for a couple of minutes, and then turn it back on and it should find the 4G network again.

Go to Settings>General>Reset>Reset Network Settings. Your phone will reboot. I was was having the exact same issue, and now my iPhone is working like a beast :)
*Update* I tried this method on my girlfriend's iPhone 4 and it didnt work 😕 I never noticed these issues until we upgraded to ios 5.1.1.
Try doing a clean restore. Redownload the 5.1.1 update and install it
