Hello Can I locate multiple iphones with my find my iphone app?
As long as you know the Apple ID & password, yes, or if all of the devices use the same Apple ID & password.

We do use the same apple ID but it only locates my phone not my kids! Any suggestions?

Not the app, the feature.
If all the devices use the same Apple ID & password, they should all appear under "Devices", as long as Find My Phone is setup & activated on each device. Of course to locate them, Find My Phone & location services must be on & the devices connected to the internet.
I downloaded the app on his phone and enabled Icloud. Is there anything else I would need to do? He has an Iphone4.
I did not get and activation email for his? Did I miss a step?
He doesn't need "the app" on his iphone--"the app" isn't needed really on ANY iphone. The Find My feature is already built-in. You simple go to Settings and then iCloud and make sure Find My is turned On there, and of course that phone has to be set to use your same AppleID.
Then you track the phones under www.icloud.com/find
You might want to put the Find My iPhone app on Your phone so you can track His iphone from Your iphone.

Glad I could help. While you're at it, so the young'un doesn't undo the Find My or any other settings (like Installing Apps which can be expensive!) consider setting General > Restrictions to limit access.
BTW you can't count on Find My to locate yr kid 100% of the time, but it might reassure you to know he's in school (or church)!!!
