How do I access icloud content remotely if there is no wifi available?

You can't access iCloud if you have no Wi-Fi, unless your iPad is also enabled for cellular data. However your iPad should retain its iCloud data from its last sync and be available for you to view. It will then sync again next time you have a Wi-Fi connection.
