The iPhone is not scrolling and the buttons and apps must be double tapped. Also there is a voice response each time the phone is tapped. Can;t answer calls since I can't swipe across the screen. I've tried turning it off and can't get to reset since the screens won't scroll. How do I get the phone out of this?

We've already tried rebooting the phone, no change. We can't get to reset because the screen won't scroll. We bought the phone new from the store 4 days ago.
Take it back. I sure as heck wouldn't want to deal with that with a new phone
You have VoiceOver turned on. For everything you try to open you have to tap once and then double-tap it to proceed. VoiceOver is located under Settings>General>Accessibility.

You have VoiceOver on. VoiceOver is for visually impaired people. To turn it off,
Double tap on the Settings app
Double tap on General
Use 3 fingers and move them from the bottom up (the same way you would normally scorll, but with 3 fingers)
Double tap on Accesibility
Double tap on VoiceOver
Double tap on the "Off" button
You should be using your iPhone normally now! 😉
