My wife and I would like to have separate 'My Top Rated' Smart Playlists in iTunes Match. We use the same library, and this seems to be the glitch. I've heard that you can configure this type of thing, but how?

You could do this:
Make two 'My Top Rated' playlist with different names (Mr's Top Rated, Mrs' Top Rated) with different parameters in the smart playlist. Mr's Top Rated could show songs that have 4-5 stars, Mrs' Top Rated could show songs that have 1-2 stars (1 star being best).

I don't think this would work if you wanted to have the same song on the list.
Instead of the smart playlist option, I think you need to create a standard play list by identifying your top rated songs and create playlist from the selection.

Yep. That's just the thing. Some of the same songs would be on both 'My Top Rated' Snart Playlists.
