When I get the applications on my iPad to jiggle, I can not force them to quit because the red minus sign they talk about in the manual does not appear.is there no way to just close an application or they always open?

The apps you see when you double-click the Home button may or may not be "open". They were just recently used. iOS manages its resources efficiently and there is no need for the user to close programs, or even to know what is "running" and what is not.
