when i upgraded my iphone 4s why did i lose all my available storage to an other usgae??? like 9.5 gigs

Something is corrupted and some things went where they weren't suppose to go.

same thing happened my iphone 4s and restoring it did not fix t he free space problem.

You need to Restore as New if a Restore from Backup did not resolve your issue...
