If this was a replacement for other ipad you should have backed up old ipad to iCloud .
Then set new iPad up over your WiFi when it asks if you want to use iCloud back up say yes .
All this & software updates can be done over your WiFi
No need to use your PC for new iPad setup .
Old ipad need to run the same ios.

So after five hours of going round in circles the ipad now works. However it deos not restore from an iphone icloud backup so have to manually enter all the information in yet again.
This is so tedious I won't be recommending these devices to anyone soon.
The devices should be ready to work out of the box like the computers.
10 minutes? I am three hours in and still it is extracting software for the third time after "unable to restore" and "unable to update".
Apple used to be easy - now it's as bad as windows, android and the rest of them.
If the iPad was manufactured and shipped before the update was released, it wouldn't have the most recent update on it. Unless you expect Apple to recall from store shelves every iPad that might have the older version of the software on it, update them and repackage them (no doubt causing supply issues and adding to the cost), then, sometimes, you'll get a device with slightly older software. This happens with computers, too.
How long it takes to update your iPad to the new software is dependent on a number of factors, including the speed of your internet connection and the traffic load on Apple's servers.
It takes forever! Apple products are becoming more and more annoying with every new release.
It took me less than 10 minutes to set up my new iPad. The longest part of the process will be restoring you app data and settings and syncing your content back onto the iPad.
If this is a first time iPad for you and you have no content yet, then it will take only minutes - 10 minutes or so - if that long.
It's not a replacement.
On connecting it told me the software was out of date ⚠ and it took nearly five hours to update it. Kept coming up with unable to update, restore, update. Then got stuck extracting software for the umpteenth time.
I wanted it to replicate my phone but that didn't work. Restoring from phone back up is not possible so I had to install everything from scratch for another hour.

If you purchased the iPad from Apple, you have 14 days to return it. Perhaps that's the option that you need to explore. Life is too short to be using tools that make you this unhappy.

HA ha funny one. Apple used to be good but they've lost the plot.
thats why I'm still on Mavericks and dare not downgrade to more translucent toolbars with Yosemite.

So, out of curiosity: you were trying to restore from an iPhone? What iOS version is that on? And, which iOS version is your new iPad on (and which model is it)?
