Network Link conditioner

I am attempting to use my Macbook running Lion as a passthrough for my internet connection. I have the Developer tools and I am trying to use Network Link Conditioner to throttle my bandwidth.

I have Internet Sharing on with a wifi connection and the ethernet as the shared output. Everytime I turn the throttling on, the connection to the shared device drops and can not gain a connection.

I have tried manual settings with a higher cap than my internet provides, 0ms ping delay and 0ms DNS delay.

Why is it dropping and what can be done to fix this?

FYI, I also have tried SpeedLimit pref pane and that throttles certain ports and does work seamlessly for those. I am looking for a system-wide throttle of all ports and all apps.
