I mean the iPhone opporating system, not mac. My choices for operating system on the link above are all similar to MAC OS X v10.7.x which match nothing I have. I am employing apps to the iPhone 4S

You posted in the, "Using Mac App Store" community so we can only surmise you meant apps for the Mac OS X.

Ok. It's if you don't have any problem with Apple Configurator, you should contact the iTunes Store Support. (The iPhone opearating system is iOS).
- Do you use the Volume Purchase Program for Education or Business ?
In the U.S., for Education you can call 1-800-800-2775 to work with an Apple representative.
Sorry but I didn't find a phone number for the Business.
