Can I use iPad 2 Bluetooth to transfer files to my iPad 2?

I recently got my first 3G network device which is my iPad 2. I am in a Veterans home and I can't drive. The administration restricts their wifi only for their own use. My only way to connect to the Internet is with my 3G. My iPad 2 is my first encounter with Bluetooth. Can I use iPad 2 Bluetooth to transfer files from another device to my iPad 2?

If you purchase a Mac netbook etc itunes comes preinstalled . Transfer of files of any sort is done by connecting your comp to your ipad using itunes . My query is if you have 3G and your sim card is activated on yout iPad why don,t you just send your emails with the iPad email app with the ISP that you got the sim card from ? If you buy a Mac you already have itunes and if you buy a PC you can download it . Am I right in thinking you have not bought a mini sim card for the iPad and had it activated ( charged ) by the service provider ? Anyway hope this helps in some way .
