I have compleatly reformated my computer,
updated to OS lion and re installed all software...
My iweb folder doesn't exist, I probably deleted it,
However I have downloaded my site from my ftp client,
and am trying to re-open the site to edit in iweb...
is this possible?

No you can't open the site in iWeb because iWeb has no import facility so is unable to open an already published site - html and css files.
You need the domain.sites file or you'll need to re-build your site from scratch.
Did you backup your Mac before you reformatted your computer? If you did then you want to find the Domain.sites file that was located in your Users/Home/Library/Application Support/iWeb folder on your Mac. If you backed up your home folder you will have that domain file there.
