IPAD to Norway - SIM card?

We are going to Norway. I have an IPAD 2 and my wife an IPAD 3 - both ATT. Do we need to get local SIM cards? We're not extravagant app users. Skype and a browser, maybe IMO. I apologize if this is covered in another thread. Haven't seen it yet.

You have a few choices.

1. Get an AT&T international roaming plan, very expensive

2. Use wifi only, limited to places offering wifi access like hotels, cafes, etc., cheapest option

3. Use a local sim card and iPad data plan from a provider offering this. Cheaper than an international roaming plan
