Do you mean the blurb that pops up when the mouse moves over an image?
Rollovers are not supported in iOS, which is a touch platform.
Perhaps you can try an onClick w/JS in a dashcode widget, but again, with a touch interface, the user may not know and become confused if they think touching should do something else....
