Reset home screen layout will re-arrange all your apps on your homescreens - so if you've created app folders and have your apps arranged on different screens, then you will lose that layout if you reset it.

Resetting the layout won't have any effect. For Safari you can try clearing its cache : Settings > Safari > Clear Cookies And Data and also Clear History

Also closing all apps and a soft-reset may help. To close all apps : from the home screen (i.e. not with any app 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of each app to close them, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.

To do a soft-reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Reset Home Screen Layout will reset your iPad and iPhone's built-in apps to factory defaults (the way they were arranged by Apple initially) and will alphabetically rearrange apps that were added (not automatically included.)The apps that came with your iOS device are not arranged alphabetically but in accordance with the way Apple thinks would be most logical for user access.

Because I have eight pages of apps, I, personally, choose to reset the HomeScreenLayout from time to time, which helps me to find apps quickly that I have downloaded to my home screen.
