Q: iPad 3, wifi & 4 G Verizon model using in India

I got this iPad from US and i am using it in India with Airtel sim. I have three questions:

1. How to enable hotspot in iPad the way I do in my iPhone. I don't see the option in network settings or anywhere else.

2. It automatically chosen 3 G network and switched to EDGE when 3 G is not available. I want to lock to EDGE sometimes when 3 G signal is weak. I don't see that option also while it is available on my iPhone.

3. Sometimes iPad does not get charged completely overnight (from 20% to 100%) while other night it does. Why so?

Good to have answers, I a struggling with these.
