Because of restrictions imposed to developers by apple, this kind of feature would not be available. The closest you can get is a still image screenshot by pressing the lock and home button at the same time.

By purchasing an external HDMI recorder; for example, the Blackmagic Design Intensity Extreme if you have a Mac with TB or Blackmagic Intensity Shuttle for USB 3.0 if you have a PC with USB3. They're the cheapest HDMI recorders - other recorders are about three times more expensive (around 700-1000 USD).
VGA recorders (as opposed to HDMI ones) are at least three times more expensive so they're not the way to go.

Yup, mirroring to a Mac (incidentally, there are other AirPlay clients for the Mac; for example, AirServer) and streaming / recording it works - and for pretty cheap. Nevertheless, the FPS will be significantly lower than via a wired (HDMI adapter + the above-mentioned HDMI digitizer) connections.
